How to indentify the elusive Sir Humphrey - A Bernard exclusive  

Since the Yes Minister show on BBC,  Sir Humphrey has become much much harder to spot . Everyone  thinks they know where and who he is . Few really know 
Thankfully as a parasite and a purveyor of poosh data,  he needs something to feed on and so he's often around food.  Around paper is  often where you find him  If music be the food of love ignore it --he's into pedantry not poetry. 

SOME BASICS

  1. He ean eat you alive . Be warned;  Sir Humphrey can be very nice,  even when you cross him.
    Infact he gets you in,  He mostly listens when he is with you or someone else . People like about him he appears to listen and like a cat, doesn't talk much .   
  2.  The nature of his relationships with the real world  .Its always wise to remember that we are unlikely to have many friends , What we forget , but he knows is that with all the backslapping ,  there maybe little truth telling and ...... who needs to be popular and with a crowd? 
     I realised after a few years that  he knows which people he needs to be "friends" with and why .He has a lot of time to appear like he listening because he knows what the key words are in the stream of talk traffic , While he appears to be listening ,  he maybe ticking you off using the number of predictable and other weasel or just woosy words you use .
    Because ( sorry ) you are usually sayin nothing new,  he is mostly dreaming and has that fixed smile .  Most people just shop talk their walk with same old words ( many of which he has even taught them to use )  They forget their need for firepower and a good fight 
  3. He is definitely not stupid.    He will smile for sure Remember  he knows he has the power and procedure to stop your wisdom going any further in the building ---which is his main worry. You maybe a door with your eyes open both ways. He will let you in only if you use the language and correct speech of an insider. If he can trust you , 
    He survives only by controlling his environment ( sometimes U think it was his mother who taught him to do that )  
  4. Do you really want to talk to him,  or the Minister,  or the action man? Maybe you shouldn't tell him things , ( keep your cards close to you chest) but as you know , I have been very weak in that .Maybe that is why he chose me and keeps me .
     I finally realized why  he keeps me on because i am one of his key contacts with the outside world where light and biodiversity is more common and dark determined stuff is more exposed   .Sir H is so busy creating his many new worlds that , even if he wanted to ( which he doesn't) someone in the room has to appear as if their  eyes are not just open but with someone at home .  
  5. He's particularly  wise  in some ways that keep him in power .  .He usually doesn't seek exposure to the -  outside talking to real people . He can do that of course,  but he never likes it and never says much ; He knows that it is  better to be thought a good listener and a dumb idiot that open ones mouth and remove all doubt. 
  6. He will box you up pretty quickly if you let him  eg using PC or non PC words,or" rules which must be obeyed  " for example  . He knows what people think and just how shallow that is , mostly.( sorry but its true)   The people he is most afraid of are people who know things and can do things, As such people are rare and too busy with real active action , they seldom stay around . They are also discouraged from even coming into the building let alone speaking openly with the clones .

  7. Who is he afraid of ? .The people he is most afraid of are people who know things and can do things ,Such people are rare in his court where they  are discouragedf rom speaking openly in  the building   His  court love talk to us about bubbles , hotspots , breakout groups clusters , hubs,and  waves all of which as mere words , symbolize SirH's  ability to surf well in a crisis .
    These high riding words are not really connected to real world risks , They are words for the games they play inside the building.  Pity about those of us who live in the real world of high risk outside ; where we don't go chasing and trying to trace what is all around us ( death and risk)  we live with dirt and disease daily and just wanna be with family - not our screens , 
     SirH  is not afraid of the medai or even other polys - they seldom really know things , Noise for him is not a threat,  but a good cover .  
    He learnt his lesson from the deceiver characters  in Sunday School stories  where wise people realised that fact checking talk is a PC based word limited search and  obvious fruitless and energy sapping example of chasing after the wind .  For evil innocent  fools only .  


CLUES TO FIND HIM if you are OUTSIDE  

  1. Sir Humphrey hides,  so here are a few clues to find Him . 
  2. He has time on his side and He loves being inside the building. Infact,  He often hates it when other decision makers  go out and talk to people outside; when they dare to go and study the real lay of the land, Thankfully he's convinced many of his clones  that the inside screen will tell them most of what they need to know . 
  3. He tries to limit visits outside by not having our Council  representatives have real representative geographical areas. (No Wards they were called)  , 
  4. Not wanting to be put on the spot , his moves are limited largely to paper processing and meetings where he has a prime place . SirH will  be busy writing out policy protocols and preparing  contract plans,  documents and plans.
    He needs a stand in - someone who can't see through him,  but will speak for him . people are not stupid so he has trouble keeping staff - one way to locate him .  
  5.  SirH's hope is in the moral management and glory of  issues like  proper procedure.  This is despite the fact that , WE the people and real world planners  INSIST He consider each development on its merits. Some never twigg that planning is not really neccesary if rule  books were all you needed to make decisions. He sends people out with rue books not like good public servants - advice  
  6. SirH insists developments fit in with His plan and His protocols  If you want to get things through just adjust all your plans to suit him  ( and the hoops he has set for you to jump).  
  7. Sir H makes sure he has a hand in hiring and firing  those who don't agree with Him ; many just  leave  because they have had enough, ( high staff turnover is a reliable clue - so now you know where you might find him )   --which doesn't say much for the independence and integrity of those who stay . We used to pay public servants to serve people , not their masters 
  8. The paper things are right in their place, but when they are primary , or an excuse for prevaricating, or just a burden ,  it's wrong and wasteful .  Yes or No or Yes unedr what conditions - it says in the book  Not hard if you both know what you are doing .  
  9. An effective  counsellor is known for appearing on site with the key players:   with these simple paddock to page meetings  every one knows on the day and hour "where too next ". Simples  
  10. Sir H has found a way of discouraging personal problem solving and accountability practice by calling for as many reports from as many overlays as His planners and policeman can draw up.
    This technique decreases the danger that he will be responsible for any decisions that may eventually be made,
     Decision making , when and if it should happen with him must suit his timing and skill level  -For eg solving a problem he created can be  easy for him and suits him because he created the connections before he broke them . You make a crisis to solve a crisis . 
    At other times  ." So what --if the idea came from brainstorming or a workshop session -isn't that where truth comes from these days ? " he might say  

    Sir Humphrey seems to have learnt from an early age to quickly think of an answer to why there is a mess in the room and not worry too much about the many problems that keep coming along or how to really deal with  them sustainably.
